After consultation with British Consuls in any case

of doubt. In communicating with any consular officer

in this sense it should be made clear to him that it

is important that he should satisfy himself that the

conditions in paragraph (a) will be met, and that if

he is unable to do so he should inform this Government

accordingly; and

If required by the Superintendent of Imports and

Exports, a bond must be given that the conditions in

paragraph (a) will be observed.
